's office politics, michael isikoff, he's been on the front lines reporting on the obama administration's controversial drone policy. i asked him about the uproar and the catalyst for the recent scrutiny. >> what we did was get ahold of the justice department white paper which laid out the legal reasoning that would justify the use of lethal force, drone strikes, although it doesn't mention drone strikes, against american citizens. and while the administration officials had given a couple speeches on the subject, the white paper filled out some of the blanks in those speeches and gave a fuller explanation of the legal reasoning, and in some ways when i think significantly went beyond what had been stated publicly. particularly, and this is relevant very much to the discussion of the iraq war, what it called -- what it described as a, quote, broader concept of imminence. the first test as to whether or not a president can use lethal force to kill an american citizen is does that citizen, is he engaged in activity that poses an imminent threat to american citizens? that's the first test.

house for us. how much of a problem is north korea right now for the obama administration? >> reporter: well, i think it is a problem, craig. the obama administration had been hoping when kim jong-un took over that he would help to lead north korea out of isolationism. really the opposite has happened. he's become more bellicose than his father and these intercepters are going to be placed because of recent provocations from north korea and there is a sense that they've made advances in nuclear capabilities. last week, north korea threatened a preemptive nuclear strike against the united states and also they're ending their treaty with south korea. to there is a lot of concern. we should say this move to increase the number of intercepters marks a shift in the obama administration's policy, because back in 2010, they had said they weren't going to add new intercepters. this comes as president obama is just starting his second term. he's mapped out an ambitious agenda. but experts say this is going to take up a large portion of the next several years, concerns about north korea and iran

preventings movement of liquified natural gas. do you think the obama administration, which started out saying we're against all carbon energy, do you think maybe they're looking at it to say, well, at least natural gas is cleaner? maybe we get tax revenue? maybe it ain't so bad? >> well, natural gas is cheaper and much less pollutive than our coal-based. david: you don't have to sell me but could you sell the president on that? >> i think his people around him should know it and probably do because it's wonderful to promote electric cars but somebody has to make the electricity. it doesn't just live in the wall of your garage and need to be liberated with a plug. so you have to get it out. and right now about a third of all electricity comes from gas but another third or so comes from coal. i believe gas will largely displace coal and that will bring down carbon emission as lot. david: you're not a stock-picker. we go to other people for that. you brought into exco resources which was up about 10%. i think you probably exceeded your buy point which i believe was, i looked it up, it was $6.78
